Record Low Scores Spark Private Education Debate

The Shocking Results

Only 3.11% of students scored Level 1 on this year's English test — the lowest since absolute grading started in 2018. The government expected around 7% to hit the top grade, but reality fell way short.

Why This Matters

The absolute grading system was supposed to reduce competition and cut private education costs. Instead, it's doing the opposite. "Oh Seung-geol", the KICE Director, admitted the test failed its purpose and promised to aim for 6-10% Level 1 rates moving forward.

Students outside Seoul are hit hardest. One high school in South Jeolla Province reported zero Level 1 scores among 74 students. Rural students already lack access to private academies — now they face even bigger disadvantages in college admissions.

Parents Rush to Private Academies

Panic is spreading fast. On DSchool, an online parent community, one mom asked: "Which academy should I send my 11th grader to? She usually gets Level 1 on mock exams." Private academies in Gwangju are already flooded with consultation calls since score reports dropped.

What Comes Next

The Ministry of Education announced a "comprehensive investigation" into KICE's test-making process starting December. But Seoul education officials argue the real problem is deeper — the entire nine-tier ranking system needs to change, not just English.
